It's not a greater or lesser amount of money, it's basically based on the amount that the organization has to spend on the system in comparison to how much they spent the last three years.

Our operating budget is a conservative estimate in that the operating budget is the amount that would have to be spent on the system, and it comes out of the operating subsidy fund, so it basically funds, you know, all of the things that we do that are a form of service, and it's not based on what we want to do in the future. So if we think that the system can be improved, we would like to request that they improve the system.

It's based on how much we've spent in the past three years, and we already know that they're having some problems. We know that they're, they've used the fund to pay off obligations that they've made to employees, that they need to make
